There is an ongoing liquidity crisis in the USD. This is causing many countries, the EU in particular, to have to liquidate their Treasury holdings to make payments. This is one of the causes.

Also, Russia is sitting on USD themselves. They were shut down on making a bond payment with USD in NY banks. Now they have the choice of risking default or giving up the USD.

If Russian was doing what the myth claimed, they would pay in USD without a second thought. They are thinking long and hard about it.
