Cryptocurrency is a technology. That is starting to change the world. The established system is well aware of this which is forcing them to adapt. The bottom line is they know there is no way to shut down Bitcoin. Thus, they have to create a system (hybrid) to incorporate it.
In this video I discuss how CBDCs are going to change things a great deal. This will enable new monetary and fiscal policy, which is required. Too many are still operating with beliefs from the 1970s.
