Those are some kind of UFO...
I've been seeing a ridiculous number of military drones in Minnesota, but they tend to only move forward, and would be most likely confused with satellites.
I have seen a couple of blinky UFOs like you are seeing here, but I've never seen them just hang around one spot before.
It is possible that these could be some kind of drone, but I don't think so with the way that they weave around.
I wonder if they are giving off some kind of electromagnetic waves. You might be able to communicate with them, or at least listen in!
