Wow, what you've described about community in "the old days" sounds so similar to where I'm from. We used to have something we called "sociale controle" (social monitoring), where neighbors and everyone in the community were permitted to raise and educate the kids in the neighborhood. If you saw the child of a neighbor straying or being mischievous, you were allowed to educate the child.

Nowadays, parents don't want that and will tell you to "mind your own business".
