In Togliatti, a big Russian city, CPS is hidden behind a new "caring" organisation - “parental community”.
They made special pieces of paper where they call people to use their service and inform about any strange case!

Tolyatti officials seem to have realized that CPS are not popular and decided to blame raids to identify “family well-being” on some part of the “parental community.” Such “projects” cannot bring anything except a split among parents.
In Togliatti the next meeting of the subordinate District Parents' Assembly (DPA) took place.
The District Parents' Assembly (DPA) operates without forming a legal entity in accordance with the Regulations adopted at a meeting of the DPA Council in October 2003 and is a permanent, representative and collegial body of the parent community of the Tolyatti city district, interacts with the legislative and executive authorities of all levels.
At the meeting, a sample leaflet for parents was presented, which explains who, where and why has to report about troubles in familyies.
But what they call troubles? Anything!
If you wanna find "trouble", you'll find it by all means.
They give a phone number and insist to call there and inform about anything what can seem "dangeorous".
A nice try....But I do hope people will stay awoken.
