So the only thing that drives price is player performance. The prices won't change until after the first round of games. You can buy now but there's no point in selling because you're guaranteed to sell at a loss at the moment.

Personally, Im gonna wait at least a couple of weeks to assess who looks fit and likely to start before making any purchases but it's definitely worth having a few players that you are keeping an eye on during preseason
