The Steem itself can be viewed as a social experiment of a 'state' where 'sitizens' do have an almost complete ability to distribute 'taxes' everyone is paying, and even to do that without any middleman

I think you are overcomplicating the issue. As far as we know, JS never bought any Steem blockchain tokens. He bought the Steemit inc from Ned Scott and nothing prevents him from selling Steemit inc back

there was at least a tacit understanding or history of not using the stake for witness voting. I think the reason was they realized it would substantively increase the risk to be viewed as 'illegal security
