CAUSALITY Relationship Interwoven With Time ( Cause, Effect & time )
Causality may be seen as a genetic connection of phenomena through which one thing (The Cause) gives rise to causes or cause of another or something else (The Effect). Causality also differs from various kinds of connection.

causality is universal. Nowhere in the world can there be any phenomena that do not give rise to certain consequences and have not been caused by other phenomena. causality occurs when people develop the belief that there is a causal connection between two events that are actually unrelated.

The term "Cause" necessitates that one thing precedes another. But you may be asking whether "Causes and effects" are just illusions or coincidences.
C "causes" & E "effects".
if and only if C increases the probability of E in every situation which is otherwise causally homogeneous with respect to E.

switching to mind-dependent reality, you might want to consider using the term "entailment" which can be seeb as more general than "causation"
Now for empirical facts, it seems obvious that causality requires a time flow for the concept to make sense.
A causes B implies that A happened before B.
Is it ever possible to have a causal relationship without the flow of time? Presumably, this is impossible for empirical facts as an effect preceding the cause goes against the laws of physics.
But what about relations of ideas? is it possible to have a causal relationship between two ideas? the thing is colloquially we often speak of ideas having causal relationships. NOTE
- Equation B is a concequence of theorem A.
- Proposition Y is true because of proportion X.
Are these true causal relationships ? or is it merely us projecting our temporal thought processes into the ideas and propositions we are analysing and hence seeing causality where there is none? can relations of ideas have causal relationships?
When you ask if "causality" requires "an arrow of time", I believe it is not impertinent to say, The opposite is more nearly the case.
In the light of Understanding these thoeries, I believe causality is bound to occur especially involving the connection with either the Present, Past and future and that is where the key word "TIME" comes in.
Causes will always have end results too which will lead to different effects as they are intertwined.
Causality is a very broad word depebding on which side you are looking at it from.
