There are two polar vortex, the trospheric vortex is there year round, the stratospheric vortex develops in the fall and leaves in the spring.

You want to look for it, start reading like I said, but anything transient can disturb the upper atmosphere, including all the pollutants contained in rockets, to the downward pressure caused moving up through the atmosphere. Just the same type of effect as adjusting a rockets effect it has on earths gravity.
