Because it doesn't have anything tangible to it at the moment spoken. It's a self centered expression of emotion for whatever topic is at hand. More than a lot of times it serves as a "this conversation is over". I am down good with it, all's fine in my world, that's all that really matters. They are "based" upon their stance.
