No it's not unusual. For whatever reason the bank must have overlooked they didn't put a limit on your withdrawals and decided to proceed to do so until you go in and ask them to up the limit. They do that so if someone gets your card they can't go to a atm and take everything. It limits the amount of theft from your account. Usually it's automatic from the beginning of opening an account. I was surprised by it also years ago when it happen to me. I called the bank and they explained I can set the amount or limit of withdrawal myself, they explained why they do it, it's a protection mechanism. It's not a bad thing. You can keep it low and if you need more you can withdraw at stores you frequent, that way the majority of your money can't be taken in a one stop theft.
