I went to see if there had been any recent reports to answer the question and now it seems people are saying it was electric trucks blocking the exits. One woman said she couldn't understand that either, she said it was obvious the fire was raging so why would they be out there trying to put utility lines back up. The police chief said police even knocked down a fence to try and create an alternate route out for people. So this is going to be interesting to watch as more information unfolds. Another noted that even if they feared sounding the alarm as people would move toward the mountains that people would obviously see the mountains are on fire. Which is a good point.
