If they're doing population dynamics research no state requires any certification whatsoever.
You wouldn't be working in a lab for that. Informatics is a whole different classification of work.
If they're doing chemical assays on weed, or environmental toxins, or something like that, then they're certified as to laboratory procedures and technical requirements of the specific laws the state involved is using them to enforce.
There's no certification without a degree or licensure, you can do an apprenticeship but also, as you stated, that would pertain to each individuals states requirements as to whether you need more than a degree by obtaining licensure.
