Depending upon the structure of the hair you can relax some people's hair with perm solution and I'd often do that but it's not usually preferred method for black hair. Hairstylist is known to be a field with high rates of birth defects in women who choose to work in the field. They know this but they don't tell stylist this while going to school and they don't provide any type of air flow when working with some of these chemicals. But the FDA knows all this and has regulated the industry, none to which they've required the hair industry to advise potential stylist of the risk involved.
