I think so. Bush was the one who started the research to make corona virus deadly, Obama was brought in, in my opinion, to start to sow the seeds of division and to implement Obama care to ensure the success of the vaccines, without millions more insured the pandemic would have bankrupted the health care system. Trump was the guy they went to for final implementation because basically, like Trump often does, tells you exactly why, and that was when he said "they say I could stand in time square and shoot somebody and not lose any supporters". I don't know about you but if people thought that I was that terribly of a person than I guess people should heed that as a warning. lol.
