Probably the best suggestion, one I am sure they won't do is since most elderly people have been vaccinated is take any other high risk individuals who want to get vaccinated and have them quarantine between shoots, this will take away the viruses ability to mutate via being vaccine derived, while letting the younger folks gain innate immunity to the virus by opening things back up for them.
