It's called taking personal responsibility. That includes everyone plus the states who have had months now to prepare for this virus if it gets out of control in their states. I remember quite well some states back in the beginning of all this telling Trump to butt out of their business. We have a hospital here they interviewed on the local news who have made preparations to rent out a large convention center if capacity gets out of control, another hospital here has had contingency plans for years to convert research offices across from their facility that should "any" event, not just this covid should overwhelm their capacity. The offices are pre-fitted for such an emergency spontaneous conversion. As an individual if I choose to go to what would be a third Trump rally I'd inform my family members that I would intend upon self quarantining for a couple weeks afterwards and make preparations to do such so that if I should fall victim to covid I don't carry the virus around for days handing it out to them or other people in the public. I would also wear a mask at any rally, though the likelihood that I would choose to go during this health crisis is rather slim chances are with the thousands that show up I wouldn't get inside anyway so maybe going and keeping a distance to the crowd may be an alternative way to show support. People make these decisions keeping them closest to them and the elderly out in public safe falls upon themselves, there are times when there are consequences to our actions, it is upon you not the state or government to babysit every single step we take. I have no problem telling people who get to close to me to step back from my personal space, I wear a mask in all indoor places that I go, the government never had to tell me to do such I chose to do such on my own right from the beginning of this. I do all this because I am wise enough to know that with or without government you will never get everyone to be in step with each, everyone will have their own opinions on the matter it's upon oneself to decide how to maneuver around them.
