Their lower numbers do not guarantee they won't suffer a second wave. A lot of places showed a slowing of deaths during the summer months, they are making claims of a second wave for the winter. Then there's the medical experts saying that people who have been infected are being reinfected so how far achieving any immunity is questionable. Many people were not happen there, there are articles out there where parents especially were upset because the government told them they would take their kids away if they refused to send them to school. When parents ignored them they sent them warning letters. They didn't even care if the parents had pre existing conditions that put them at risk if their children came home with the virus and it was hard for parents with children with pre existing conditions to get an exemption from sending their kids to school.
