States are independent in their governing, letting them make their own bed and lay in it is a way better tactic than intervening and having it backfire into a civil war. He didn't mismanage this pandemic. He tried but was told by the states to bud out of their business....that's because they had their own agenda, that was to use the virus to bring down his administration. The virus got out of hand primarily by the actions of Pelosi and others who told people not to pay attention to what Trump was saying because he was just being a racist, xenophobic by closing down travel. There is plenty of video on the internet showing them telling people to go out to China Town, the Chinese New Year Celebrations, take the subway, etc., if that wasn't enough they held up not just the initial funding request Trump requested under the guise it wouldn't be enough but held up all the other funding until they could secure rehab funds for the JF Kennedy Center and funding for the endowment of the arts.
