Part of your story reminded me of when my kids were young and we use to go to the zoo all the time. We actually practically lived there but it wasn't expensive like it is today. We fish at the pond and cook out. The homeless people would come and pick through the trash and eat whatever people threw out. I started taking our leftovers and would wrap them up and throw them in the trash...but it was like weird because they wouldn't touch it. If I just threw it in there then they'd eat it...bizarre to say the least.

I think the difference in the virus response and how people acted is that Holland has a relatively low population count compared to Spain, they come no where even close in population, Holland doesn't even reach a million...but Holland doesn't seem, so far from what you have described, as friendly among the people who live on the streets.
