What you may be missing is that everyone needs to eventually go to the store to buy groceries whereas going to a bar, barber, beach etc., is optional with barbers/stylist depending upon how bad you want a haircut, men can use home style clippers and woman can let their hair grow for quite some time if they want. People who tend to drink get careless, which is exactly what they are finding out and are now restricting access in some states to only places where alcohol is not more than fifty percent of their income and they serve food. Stylist and barbers practically breathe right on top of people and you are also right up in their face...which I know because I am a cosmetologist so that's why I think they give those occupations a harder time. Indoor exercising places also as those people exhale more virus....but they let sports courts where people are in body contact playing sports reopen and there's no way those people aren't exhaling more virus onto each other if they have it. Take the court across from me, it's suppose to be limited to ten people from the same family but the last two Sundays it's been filled with at least thirty people, then they drive a car onto the lawn and play music where they all stand around close to each other talking, and tonight they even brought a grill and had a barbecue with people coming and going all day.....I'll admit it isn't the usual crowd of fifty, sixty you'd see over there before the virus but the point is many aren't listening is listening....it's not control it's many aren't listening....and they know people aren't going to listen so in instances where it's a necessity and they feel people need to be protected against those who don't listen they get more adamant about it. They reopened bars here a couple weeks ago and three bars shut back down after their employees got the virus, they'll reopen after people get well and they clean the place but it more than likely will happen again because you always will have those who don't listen.

I don't think we will see another shut down unless it gets really bad. What I think is they know they can't control what's going to happen so they tier phased opening of the states so they can better handle the demand placed on hospitals. Keeping up with demand was going to be crucial, tier phasing openings was the only way to do it considering demand is extremely high for certain items all over the world. I also think they look at gaining on some herd immunity effect through all this but once again you have to control it because those who are healthy enough who won't get as sick but they will still spread it to those who aren't but they can now cut down on the loss of life because there are more options available if caught early to save people....but once again that all means everything has to have a tiered effect to it because if demand outweighs supplies then they have a problem again.
