That's not exactly right. They just don't go in and take your money for no good reason. Of course when it comes to debt not related to the bank a court order has been issued to the bank to take the money out of someone's account if someone was taken to court and lost their case. The bank has nothing to do with how the debt came about it's under a court order and it has to oblige by it. It's out of their hands.
The other way a bank can take the money is if the bank covered checks people wrote. They can take the amount they covered you for and take money for any fee that charged you. Yes during this crisis it would be nice if the bank just covered (took back) what you basically just took from them in their money by writing a check for money you didn't have or even delayed having to pay the fee during this difficult time but ultimately it is their decision, some banks today did say they will not charge fees owed out of stimulus checks so there are a few with a bit more of a heart. It could be worse, you could be one of those banks who didn't cover your check, charged you a fee, then if they denied the check a second time and charged you another fee, then it gets sent back to the place you wrote it to and they slap you with fees....then send your check to one of those places who buys the check from the place you wrote it and they send you a letter demanding you pay the check, the check fee of the store and a service fee from them....it's an ugly, ugly, dog eat dog world out there sometimes....
