There's no known "consensus" on the Goldwater rule?......then why is it in the ethic code's of the American Psychiatric Association?

1. 1. On occasion psychiatrists are asked for an opinion about an individual who is in the light of public attention or who has disclosed information about himself/herself through public media. In such circumstances, a psychiatrist may share with the public his or her expertise about psychiatric issues in general. However, it is unethical for a psychiatrist to offer a professional opinion unless he or she has conducted an examination and has been granted proper authorization for such a statement.

Trump is right that he is bound by rules and regulations that are in place. When he ordered the FDA to loosen the rules for Hydroxychloroquine it was because it's been around for fifty years and has a good safety record of use behind it and experts across the world had already done a small but peered reviewed study on it's use fighting covid 19. He's been doing an excellent job in these decision making processes given the very short span of time before this epidemic hit us.
