Doberman's it's their sense of hearing and why there are used as patrol/scout dogs, smaller dogs like terriers are trained to go through tight spaces, used to determine if tunnel collapse's are shut off, carry water or other necessities to trapped military personal or any other number of reason they need a small trained dog. Rottweilers and boxers served as messenger dogs. When Trump says it takes a certain kind of dog he's right as each dog is chose for it's unique abilities.

Furthermore when it comes to military dogs they are breed to protect troop members, any sudden moment toward those whom they protect could be met with serious consequences, as not to confuse the dog with people moving toward it's handler would be my guess why this was so carefully orchestrated in determining how close each individual was to the dog. The fact that Pence stayed close to the dogs handler was in essence letting the dog know he was a friend not a foe. These dogs are trained to make split second decisions under any circumstances.
