It's not within ordinary people's lives to stop it and most just go about life like it'll always be just as it is today, they don't stop and think about what the future could hold. Some people say this gentrification and rebuilding of the inner cities is part of the preparations to move people back into the cities as that's the only way they will survive and the government will be able to provide for them as part of what you state is concerned.
