People earn higher day rates through wage increases. If an employee's time study rate on a job says they can make say three birdhouses in an hour then the employee to get a piece rate bonus would have to make over three bird houses in a hour, only if those over the three can be docked as federal/state laws mandate an hourly wage. Two: The only other viable way to not pay someone for making birdhouses is if that person was self contracted not an actual employee. Three: Your only option left would be to fire someone who repeatedly made crappy birdhouses all day. Four: Deduction from piece rate can only be for those pieces at hand, an employer can't say: I am taking everything from you this last six days even though you did good on those days I am just really pissed at your for screwing up today.
