I think you miss the bigger objective here and that is when should any reporter have to apologize for asking a question? Nobody wants to ask the hard questions that fully need to be explained of the actions taken or the lack thereof when it comes to the democrats. When a reporter has to fear asking a question and the backlash that could occur if they don't apologize first that is the real tyranny we have to fear. When do we get to the point they even fear apologizing won't be enough?
