How do you know they are powering down completely? What I am tending to think is a lot of these people are multiple same people on the platform making large sums of money, when they want to pull money out they decide which account they want to power down but they have several others that are built up to keep them making money until they decided which character they want to power down next. So in other words they don't have all their eggs in one basket, a few of these people you can draw lines to put a lot of effort into engaging on the platform so it would seem logical they'd eventually want to draw off some of it.
