Water is a very powerful force and there are parts of Houston highways that have flooded so deep that semi truck and trailers were completely submerged and not visible. Tropical storms are no walk in the park either, I think the largest 24 hour rainfall total we've ever had was from a tropical storm; 26 inches in 24 hours.
There is nothing a person can do though except to know your surroundings and be alert.
