It is amazing that the IRS has accomplished what it has, but most people fear guns and badges for go read reason. Also with a track history of winning damn near every court case it only strengthens the fear.
Most people don't have enough confidence in a "jury of the peers" to risk going to prison even if they know they are correct.

That is why the group of Texians has gone on the offense against the IRS, they (IRS) don't know how to play defense when it is them being taken to court.
