My brother in law had his house burn to the ground while two different volunteer fire departments stood in front of the house arguing about what department had "jurisdiction" to put the fire out. We live in what was a rural area and he happened to live on the corner of a road. When the road was widened the cross street and intersection moved about 100 feet to the east. That 100 feet was the problem the departments were arguing over.
The worst, if losing everything wasn't enough, was that he had no home owners insurance to cover his losses. Plus one of the departments actually sent him a bill for their services. They basically just watered the smoldering embers because that is all that was left by the time the departments finally agreed.
Fire marshals are really overlooked by my most people but here in Texas the are gun carrying law officers and can make life miserable for folks like me who burn yard debris. I had to put up no trespassing signs and trespass them off the property before, even with the signs up they still have come by to check what I was doing.
When you inform them that they are trespassing and their "qualified immunity" no longer protects them they get the message and leave.
