I'm not sure here, I usually don't go to the PO until after 11:00 Am . That gives 'em time to put all the 1st class mail in the po boxes and by then the flag has been on display for hours I'd imagine.
Chances are your flag raiser's cousin or someone else does it, but I suspect it is a lower level employee as well.
