I think those attacks were made directly in response to the foreign heavy weapons sent to Ukraine. Russia could have attacked key infrastructure in the beginning of the war. It seems they aren't interested in West-Ukraine since the withdrawal from Kyiv. They obviously wanted to switch the government fast, but that failed miserably.
