You need to figure out your budget and there's nothing wrong with buying used gear to save money.
You should also consider that cameras (DSLRs and MILC) don't have many editing options in-camera. You'll have to start editing all your photos.
And a camera usually weighs a little (...or a lot, depending on the gear). You'll have to carry it around.
I started with a used Pentax K-30 and a few lenses. Cost me about 300$ in 2016. One thing you'll notice very quick is that expensive gear doesn't translate to good images. If you scroll a little you'll find a lot of images taken with my old camera here: https://www.deviantart.com/sulevlange
If I'd buy a camera for myself and I know I'll only photograph as a hobby, I'd buy something like a used Canon 80D + a Tamron superzoom. Once you know what's lacking you can start buying better gear and sell the old.
