It pulls all your games from anywhere, Steam, Battle.NET, Uplay, and your local hard drive. This is a great function, as you have all your games in one place.
Now, the main feature:
Razer Cortex is mainly known for its use as a game booster. And I've got to say, it does pretty well.
It automatically senses when you are playing any game in your library (or fullscreen application) and it clears/boosts your RAM and silences background tasks.
A cool, but unnecessary, feature.
Razer zSilver. Razer's "rewards" program.
Razer has 2 types of currency, zSilver and zGold. zSilver is used for claiming rewards and such, while zGold is used to buy items from the Razer Store. You can convert zSilver to zGold, and zGold to zSilver.
Each day you log in, you get zSilver, and every day, the ammount earned increases.
You can also earn zSilver by playing Razer Cortex certified games:
Counter-Strike: Global Offensive
DOTA 2
League of Legends
Overwatch
Paladins
The rewards program also offers some pretty cool stuff, like a "spin the wheel" type thing where you can actually win Razer gear, Games, and Steam Gift Cards (etc.)
That is all I have to say about Razer Cortex, in my opinion, I think it is a pretty neat service. Though, I am only using it for the game booster (which I now have more FPS in my games thanks to the booster).
Overall I like the program. I would encourage you to pick it up and experiment with it!
