SInce only a handful of local Steem users in San DIego are posting with the #sandiego tag I have given 5000 SAND to metzli so as a local and a steemian can have more stake in the local project

if you want to earn SAND but arent from San Diego, just talk in detail about the actual SAND token, the tribe, the SAND eos token and its peg 1:1 with Steem Engine SAND, the newdex listing, the halloween giveaway and much more
if you want to earn SAND but you arent in San Diego like @metzli you can do a couple things but do NOT try to force an automated message about SAND at the end of each post just to cheat and get extra SAND.
