Currently steemlike has stabilized.

so, Request amount limit amd Multiple requests limit is disabled.

1. Add Rate for small SBD (+5%, 1 SBD or less)

e.g. Location : 0.1 ~ 4 SBD, ±195%

Request amount	Rate	e.g.
~ 1 SBD	follow current rate +5%	1 SBD * 200% = $2

2. Add Rate (+1~5%, by reputation)

e.g. Location : 0.1 ~ 4 SBD, ±195%

Reputation	Rate	e.g.
~ 30	follow current rate +5%	1 SBD * 200%
~ 35	follow current rate +3%	1 SBD * 198%
~ 45	follow current rate +1%	1 SBD * 196%
