I'm quite aware, though I must nitpick - representatives don't guard against the tyranny of the majority, constitutions (restrictions on the powers of a governing body) do; nothing else prevents an elected representative from becoming a populist tyrant.

Nonetheless, you haven't answered my question. The resources have to come from somewhere, as you explained with the laser cutter, but what about Hive projects? What good Hive projects simply aren't getting funded, why is that, and how could it be fixed?
