One should also consider his/her upvoting pattern to selectively less upvote users who vote for this garbage proposal!

It is not about the amount of money (we have that) but the fishy way it is spent, the lack of documentation and evaluation and some dubious projects that are funded which never came to life (e.g. that borehole in Venezuela)!
