I also, you probably know, did some research into YouTubes new round of issues. I pulled my videos on youtube. They will not be data mining the made for kids videos. That is the whole point of labeling the videos. So it is the opposite issue. It's kids watching the not made for kids videos and getting data mined and the YouTube passing down the fine. COPPA is about gathering info on minors under the age of 13. It's a privacy act just like HIPPA. COPPA has been in force since 2013. It's only an issue now because YouTube (Google) got caught. They settled and came up with this scheme so they can continue data mining. Labeling videos was part of the settlement to help prevent YouTube from breaking the COPPA law again. Passing the buck down to content providers is not. The fine is per violation as well by the way.
