If you have a "broken" layer 1 (high fees) then Layer 2 solutions have to be their own layer 1. In that case, Layer 2 has to have Layer 1 security as it interacts with Layer 1 as little as possible (to save on high fees).

Will in time, as it grows, that Layer 2 need to have Layer 3?

If you have fast, inexpensive-to-run, cheap transaction Layer 1 then Layer 2 can rely on Layer 1 security because it can transact with it as much as it needs.
