I think the 30% of Shia Muslim statistic more closely aligns with overseas Iranians. According to a survey, roughly 30% of American-Iranians identify as Muslim (PAAIA). Mosque attendance in Iran is low.

One of the biggest problems with the public sector is that overspending is not punished. Instead, it is often rewarded with larger budgets. In the private sector, overspending is punished by loss of profits.
