The OP claims that the problem of social ills are "reckless and evil" people. I merely offer solutions based on such claims. Using statistical data and facts to inform policy decisions is now "racist?" I hope those in positions of authority in your society aren't blinded by ludicrous ideologies to willfully ignore facts in determining social policies.
