Most civilised societies already have use restrictions for operating vehicles, consuming alcohol, etc. If current regulatory guidelines are not as effective, then revision and increased enforcement would be necessary. Statistically, males in the ages between 13 to 26 commit virtually all of the crimes in modern society. Perhaps, the government ought to increase surveillance and target enforcement to these demographics. Limiting their access and use of automobiles, alcohol, firearm, etc. will create a more stable and safe society.
