Private elementary schools in the Philippines should stop enforcing "English-only" policy and start dismantling the split of English subject into two: Language and Reading. Their Reading subject tend to be skewed more on balanced or whole language literacy than evidence-based cognitive and learning sciences on literacy instruction.
