SP by itself is rewarded with a tiny interest (around 1-2 percent). Beyond that, a user can delegate their SP to a bot, an individual, or a service like Minnowbooster. They essentially rent their SP and can earn more STEEM or SP and not participate in the social media part of STEEM.
