The only way to get in is to set a record over 200 MPH at Bonneville. That generally means breaking someone else's record. No worries though once you have gotten into the club, then you are a life member. The club holds a banquet every year in honor of the 200 MPH members. Anyone can buy a banquet ticket and attend to honor the club members and to recognize the newest inductees. It is well worth going and meeting the drivers and teams. My understanding is that members get a free ticket to the banquet.
There are less than 800 members in the 200 MPH club and the club started around 1952. Around the same time, the Mount Everest Summiter's club started. To compare the two, on a good year there will be about the same amount of people to reach the summit of Mount Everest as there are in the entire history of the 200 MPH club.
