Feature Question Post said Promotion Cost

Yesterday @surpassinggoogle wrote a post and had some questions that I did my best to answer, and from that post we had both learned something new about the eSteem app. Well, today @surpassinggoogle had asked another question this time about the post payout, I have never seen this before, most recently had a post take about 30 to 35 hours to actually receive a payout.

When you click on the drop down arrow by the payout it showed Promotion Cost $7.00. When I took the screen shot the post had not yet paid out, as of the time I am posting this the payout has already been made. The payout drop down at the moment looks like it is normal. Does anyone have any idea what the issue was? Please leave a comment if you have any ideas.
