You're assuming that accumulating and burning a LOT of HIVE to create a LOT of HBD while paying the 5% fee does not significantly increase the price of HIVE and therefore keep the percentage low. This is possible, but probably not going to happen. Also, the 20% isn't set in stone. I decreased my vote on the rate some time ago.
