Right, we may need to make changes to the stabilizer if the cap is breached (not entirely sure yet what those would be, but just returning the budget payments is always an option). This was done on the downside before (conversions were disabled) when the cap was briefly reached due to the @hive.fund balance being improperly included in the calculation. Then after the hard fork fixed this bug it was reenabled (and then the price went up too, making the cap not immediately relevant on the downside anyway).
We are looking into exactly what happens when the cap is reached on the upside and may need to disable some or all of the functionality again.
